What are Long-term Insights Briefings?
Long-term Insights Briefings (LTIB) are future focussed documents that are intended to provide greater visibility of future challenges and opportunities that may affect New Zealand and New Zealand society. They provide government agencies an opportunity to think beyond their day-to-day business and consider those issues that do not often get priority but have important implications for the future of their organisations.
Each agency is required to develop a LTIB at least once every three years. Chief executives are required to select the subject matter for the Briefing. They must do this by considering those trends, risks and opportunities that are particularly relevant to their department’s functions. The inaugural briefings need to be presented to Parliament by 30 June 2022.
The Ministry’s LTIB is focussed on autonomous vehicles
The Ministry has chosen to investigate the impact autonomous vehicles could have on the transport system and transport outcomes. This is an opportunity to take a “deep dive” into a specific area of transport that we believe will present significant challenges and opportunities for the transport system over the next 10-15 years.

Opportunities to engage on the Ministry’s LTIB
There will be two opportunities for you to provide feedback on the LTIB.
The first opportunity is on the scope and structure of the topic the Ministry has selected (the consultation document). In the consultation document, we have provided you with information around why this topic has been selected, the scope of the LTIB in relation to this topic, and a high-level outline of the content that will be included in the LTIB.
In April/May 2022, we will again seek your feedback, but this time on a draft of the full LTIB.
Making a submission
We are interested in your views on how we have scoped the topic, and whether we have identified all of the areas we should be discussing to address it.
You can provide feedback by:
- Completing the online survey form
- Sending an email or written submission to LTIBconsultation@transport.govt.nz. Please indicate whether you are answering on behalf of yourself or an organisation. If organisation – please specify (optional)
The consultation period is open for three weeks until close of business Friday 17 September.
